$85.6 Million in Financing Fuels Two Major Pasco County Communities

Pasco County’s rapid residential expansion is continuing as a Tampa-based developer moves forward with two large master-planned communities in Dade City.

Quill Development has secured a combined $85.6 million in financing for Rolling Hills and Crosswinds, two residential projects expected to bring nearly 2,000 new homes to East Pasco County. The financing was arranged by Miami-based Concord Summit Capital, a national commercial real estate capital markets advisory firm.

The larger of the two projects, Rolling Hills, is planned as a 1,014-lot master-planned community. The development received a $57.6 million land and development loan at an 80% loan-to-value ratio. Quill Development is expected to use the financing to begin development work at Rolling Hills immediately.

Crosswinds, the second community, is planned for 915 residential lots. The project received a $28 million land loan, also at an 80% loan-to-value ratio. Development work at Crosswinds is currently expected to begin in 2027.

Together, the two projects represent 1,929 future homes and another significant investment in Dade City and the surrounding East Pasco market. The Business Observer reports that Jeff DiBartolo of Concord Summit Capital arranged both loans, while Harold Bordwin of Keen-Summit served as the referring and cooperating broker.

Continued Growth in East Pasco County

The financing is another strong indicator of confidence in Pasco County’s long-term growth. Once considered a more rural alternative to Tampa’s suburban communities, Dade City and the surrounding area are increasingly attracting residential developers seeking available land and access to the greater Tampa Bay region.

New communities of this scale can also create opportunities extending well beyond residential construction. Nearly 2,000 additional households may generate increased demand for retail, restaurants, medical offices, professional services, schools, recreation, and supporting infrastructure. As rooftops are added, commercial development often follows to serve the growing population.

The projects also demonstrate the importance of financing in moving large-scale developments from the planning stage into active construction. Securing substantial land and development loans allows developers to begin essential work such as road construction, utilities, drainage systems, site preparation, and residential lot development.
